Abstract

The complexity of Federal Higher Education Institutions (FHEI) is a peculiar feature of these institutions. The objective of this paper is to identify the main challenges for university autonomy to be respected in IFES. To this end, a University metaphor was seen as a brain and the challenges of its managers. It was concluded that the manager, together with the community must fight for autonomy, in addition to the pursuit of rights being respected.
